The 2025-2026 alignment will be effective July 1, 2025 and is for a one year period. Alignment is reviewed on a yearly basis for each district. This report and proposal reflects the loss of a number of clubs across the district.
Toastmasters International updated Protocol 7.0 (1) governing documents relating to club assignments. The Alignment Committee appointed for the 2024 - 2025 program year has created an alignment proposal for the 2025 - 2026 program year.

Requirements for alignment:
A District may have a maximum of nine (9) Divisions
Each Division must have a minimum of four (4) Areas assigned
Each Area must have a minimum of four (4) clubs and no more than six (6) clubs assigned. Only clubs that are in good standing will count toward the minimum club assignment.
Suspended clubs cannot be aligned to a Division or Area
Low/ineligible clubs cannot be assigned to an Area to be counted toward the four-club minimum.
Prospective clubs cannot be assigned until the club is active
Districts can assign clubs to Areas based on criteria from Protocol 7.0 (1):
Geographic proximity to other clubs
The ability of an Area Director to effectively provide service, without requiring the clubs to change how meetings are conducted to accommodate an Area Director visit
Club size and strength (e.g., paid, active, disbanding)
Prospective clubs and expected growth
The likelihood of eligibility for Distinguished programs (e.g., club base of the Area or Division)
Changes/notes to District 45 with this proposal include:
Moved Area 16 from Division A to Division B
Each Division has 4 areas, meaning 2 contestants from each Division can compete at the District contests.
Some clubs in Division B were moved around in the Division B areas, as per recommendations from District Council members due to location and proximity.
FLP Financially Speaking was moved to Area 6 to meet TI requirements of 4 paid clubs.
Women’s Changemakers moved from Division D to Division C.
We still have room for growth in each division for prospective clubs that are currently in the works.
While unpaid clubs are not counted in the minimum requirement per Area, they are listed on our proposal. When these clubs do reach paid status, the number of clubs will not exceed the maximum of six clubs per Area.
We tried to incorporate feedback from District Council members as best we could.

Reminders when looking at the proposal:
You can attend club officer training in any Division or online in another District (when/where available).
If the Area Director is not in close proximity to a club, other members can assist with in person area visits as needed.
For contests, there will be travel for most people - we did the best we could with what we have to work with.
Change can be hard, but look at the positives:
You will meet new people in your area;
You will hear and learn from new people at club officer training; and
New competition if you compete in speech contests.
